Wastewater Treatment Plant Headworks Upgrade Project

Portland Engineering provided comprehensive instrumentation and controls design upgrade services for the Dalles Wastewater Treatment Plant’s Influent Pump Station (IPS) including and the construction of new Headworks and Solids Digestion. Portland Engineering is working closely and successfully with the Design/Builder for this project on improvements that helped to bring the plant’s influent pumping capacity into conformance with the DEQ’s criteria for firm pumping capacity and improved the screening and grit removal process at the plant’s headworks. Additionally, the expansion of the solids digestion system allowed for the implementation of a new micro turbine, cogeneration system.The IPS upgrades included replacement of three existing pumps and associated piping, along with electrical improvements to accommodate the new pumps. The existing headworks structure is being retrofitted to allow for installation of a new primary filter and an additional structure was built for new multi-rake screens and grit removal system. The existing Grit Room was converted to an electrical room and received new MCC’s, transformer and master control panel. Construction of a new 40’ diameter digester and control building included mixing pumps, heat exchangers, gas conditioning systems and micro turbines, allowing the plant to collect gas and convert it to electricity. Monitoring and control of all new or updated systems is being integrated into the existing SCADA system.

Surface Water Improvement Project

Portland Engineering, Inc. was selected by US West Corporation to provide all electrical distribution hardware and manufacturer support services, Control Panels and Instrumentation on a new Surface Water Treatment Plant for the City of Bend, Oregon. PEI provided Switchboards, Variable Frequency Drives, Motor Control Centers, Lighting Distribution Panels and Transformers through an in-depth submittal process. PEI managed the sub-contract to complete Short Circuit Analysis, Protective Device Coordination, Arc-Flash and Electrical Equipment Acceptance studies. PEI designed and constructed seven (7) Local Control Panels and provided numerous instruments that included Magnetic Flow Meters, Thermal Flow Switches, Variable Area Flow Meters, Pressure Transmitters, Pressure Switches, Float Tilt Switches, Ultrasonic Level Transmitters, Vibronic Level Switches, Temperature Transmitters, Analytical Instruments to include pH, ORP, Free Chlorine and Turbidity, a large clamp-on Ultrasonic Flow Meter, and a Bubbler Level Monitoring System. PEI provided all warning indicators, door intrusion and network hardware on the project. Our scope of work included Submittals, extensive on and off-site testing, Instrument Configuration, VFD Manufacturer Startup Services, Functional Testing Support, Operation and Maintenance Manuals and Operator Training.
