In the summer of 2016, Portland Engineering Inc. successfully completed the replacement of the electrical and control system for the City of Astoria’s sewage influent lift station (Pump Station #1). This project utilized the newly approved and highly efficient delivery method of Progressive Design Build with a Phased Lump Sum. With this delivery method the job was completed quicker than can be done using a standard design, bid, build method. Progressive design build projects are completed in phases where a team of engineering and construction contractors provide design services in phase 1 and implement the design in subsequent work phases. This approach was highly collaborative and allowed Portland Engineering as the Design/Build contractor and the City of Astoria to work together during the design phase to resolve problems while eliminating unknowns. The costs for the construction phases were accurately determined and the Owner’s design review and design standards were fully incorporated. The Progressive Design Build delivery method allowed the City the flexibility to make procurement and contracting decisions at the completion of each phase.
