Modernizing a Water Utility’s Control Systems for Expanded Capacity
Overview
A regional water utility embarked on a critical upgrade cycle to double the capacity of an existing treatment plant while keeping operations fully online. The project required constructing new intake, storage and pumping facilities, connecting them via pipelines, and rebuilding major parts of the plant. A controls integrator was engaged to design a comprehensive control system architecture that tied together disparate sites, ensured secure communications and supported long‑term reliability.
Challenge
- Expand a water treatment facility’s capacity without interrupting service
- Integrate new intake structures, storage reservoirs and pump stations across a distributed site
- Provide telemetry and communications networks robust enough for plant‑wide control
- Implement a secure fiber‑optic backbone, video surveillance and access control system
- Maintain compliance and reliability during phased construction
Solution
The integrator developed a unified controls strategy covering the existing plant and all new facilities. They designed and implemented telemetry systems and a plant‑wide fiber‑optic network to link remote intake, storage and pumping sites back to the central control room. Programmable logic controllers (PLCs) and human‑machine interface (HMI) systems were specified to handle process control, while integrated security and video systems safeguarded critical assets. Access control was included to manage entry to sensitive areas. The design allowed construction to proceed in phases without taking the plant offline.
Technical Scope
- PLC‐based process control platform tied to a centralized SCADA system
- Plant‑wide fiber‑optic communications network linking intake, reservoir and pump stations
- Telemetry systems for remote site monitoring
- HMI/SCADA software for operator visualization and alarm management
- Integrated security systems with video surveillance and access control
- Design coordination across multiple construction phases and remote locations
Results
The upgraded control system enabled the plant to double its capacity while maintaining continuous operation. Operators gained real‑time visibility into all process areas and remote facilities, improving responsiveness and decision making. The fiber backbone and telemetry network provided reliable, high‑speed communications and laid the foundation for future expansions. Enhanced security and access control reduced risk and improved compliance, and the standardized control architecture simplified maintenance and troubleshooting.
Key Advantages Delivered
- Seamless integration of new facilities into existing operations
- Robust communications infrastructure for reliable data transmission
- Enhanced operator visibility through unified HMI/SCADA
- Improved security via video surveillance and controlled access
- Scalable architecture supporting future growth
Closing Summary
By designing a cohesive control and communications system across the utility’s expanded facilities, the integrator ensured that increased capacity did not compromise reliability. The project modernized the plant’s infrastructure, enhanced security and provided a resilient platform for future upgrades and operational excellence.
